    Personal property includes furnishings, machinery and equipment, fixtures, supplies, and tools. The primary characteristic of personal property is its mobility. Personal property tax applies to personal property used when conducting business or to other personal property not exempted by law. Household goods commonly found within the house and items used to care for the house and its surrounding property are exempt. However, if these items are used for profit, personal property tax applies.

    Anyone heard anything about this? I'm very interested... most of my junk is called antiques. I'd love to show the big screw you symbol to the assessors office!

    Personal property tax is a ridiculous scourge on our population, It is truely a punishment for trying to have something nice.

    I heard our local legislators patting themselves on the back on the morning radio broadcasts... I'm still trying to figure out exactly what they accomplished.

    West Virginia Legislation Dies as Legislature Adjourns for the Year

    Several pro-hobby bills introduced in West Virginia in 2014 failed to be approved by both houses of the legislature prior to the adjournment of the session.

    • Legislation (H.B. 2443) to provide owners of antique motor vehicles with an exemption from all taxation and fees was approved by the House Roads and Transportation Committee and was referred to the Judiciary Committee where it did not receive committee consideration before the session concluded.
    • Based on SEMA model legislation, a bill (H.B. 2127) that would have allowed West Virginia’s vehicle hobbyists to install and use aftermarket modified exhaust systems that meet a 95-decibel limit was not given committee consideration.
    • Legislation (H.B. 4233) to provide that a motor vehicle that has been started by use of a remote starter when the vehicle is locked is not an “unattended vehicle” and not in violation of the law was approved by the House Roads and Transportation Committee, but died in the Judiciary Committee.
    • Legislation (H.B. 4265) to provide for the issuance of special plates for use on collector vehicles and allow for the transfer of the special plates temporarily between the collector motor vehicles owned by the collector was not given committee consideration.
    • Legislation (S.B. 222) to exempt motor vehicles, including automobiles, motorcycles, airplanes, trucks and tractors that are older than twenty-five years from personal property taxes was not given committee consideration.

    How the heck can they charge tax if ownership doesn't change hands? I thought it was bad that every time a car was purchased that there was tax but this takes the cake.

    Yes, West virginia has Personal Property Tax.. so in other words they tax anything they can prove you own.. cars, boats, atv's if you register them.... this state is one of the highest taxed states in the country.. it sucks... now our tax on food, and sales tax in general is a little less but cost of ownership of anything is high.. as is our insurance rates.

    That's why you have to be baller status here to have a nice car. With our 4 vehicles, last year cost me almost $450 just in the taxes

    West Virginia Reintroduces Bill to Increase Property Taxes on Many Antique Motor Vehicles

    A bill (H.B. 2503) to increase property taxes paid by owners of antique motor vehicles was reintroduced in the West Virginia legislature. Under the bill, each of these cars would have an assessed value of $5,000 for purposes of the tax regardless of their actual value. This bill now only benefits antique vehicle owners whose cars are worth more than $5,000. It would penalize antique vehicle owners whose cars are worth less than $5,000. The bill will be considered by the House Roads and Transportation Committee.

    West Virginia Bill to Create Criminal Offense for Certain Exhaust Systems

    Legislation (H.B. 2251) that would make it a criminal offense to disturb the peace has been introduced in the West Virginia House. Included in the definition of disturbing the peace is the "noise from an exhaust system of any vehicle that is not equipped or constructed so as to prevent any disturbing or unreasonably loud noise." Vehicle owners convicted of a violation would be fined up to $1,000 per occurrence, confined up to 6 months in jail or both.
